Your Fire Indicator Panel is the brain of your building’s fire detection system. Every smoke detector, heat detector, sprinkler flow switch, and alarm device in the building reports back to it. When a fire starts, the FIP is what identifies where it is, activates the alarm, and in many buildings, automatically notifies the fire brigade.
A FIP that has not been tested and maintained correctly is a serious liability. It may appear to be functioning normally right up until it fails to respond to a real fire event. For building owners, understanding what FIP testing involves, how often it must happen, and what to do when a fault is detected is a core compliance obligation under AS 1851.

A Fire Indicator Panel (also referred to in the current AS 1670.1:2024 standard as Fire Detection Control Indicating Equipment, or FDCIE) is the central control unit of a building’s fire detection and alarm system. It is typically installed at the main entry point of a building where fire brigade personnel can access it quickly in an emergency.
The FIP continuously monitors every detection zone in the building. When a detector activates, the FIP:
In larger buildings, the FIP also interfaces with an Emergency Warning and Intercommunication System (EWIS), enabling fire wardens to broadcast evacuation instructions and communicate via warden intercommunication phones across the building.
The baseline data for your FIP, including zone maps, device lists, and system configuration records, must be stored on site in the document holder within the FIP itself. Under AS 1670.1:2024, a system handover or commissioning is considered incomplete if this data is missing.
A FIP that shows no faults on its display is not necessarily a FIP that is functioning correctly. Detector sensitivity can degrade over time. Zone wiring can develop intermittent faults. Battery backup systems can lose capacity without triggering a visible alert on the panel. Software configurations can drift from the commissioned baseline.
Regular testing is the only way to confirm that every component of the system will perform correctly in a real emergency. It is also a legal requirement.

Under AS 1851, fire alarm systems including FIPs must be tested at multiple intervals throughout the year. The specific tasks required at each interval are set out in detail in the standard, but in general terms:
Monthly Basic operational checks including power supply status, battery voltage and charger operation, all indicators and controls functioning correctly, and confirmation that no active faults or alarms are present on the panel.
Six-Monthly More thorough testing including verification of detector sensitivity across zones, testing of the alarm notification pathway to the monitoring service, confirmation that all automatic interfaces (air handling shutdown, door release, stairwell pressurisation) are operating correctly, and review of the event log for any unresolved faults.
Annually A comprehensive inspection of the entire fire detection system, including physical inspection of all detectors, manual call points, and sounders, zone-by-zone alarm testing, full test of battery backup duration, and verification that the system configuration matches the baseline data on file.
Five-Yearly and Beyond More intensive testing of specific components and connections. At this interval, the system is assessed against its original design documentation to confirm no unauthorised modifications have been made.
All testing must be carried out by a licensed fire protection technician and documented in the building’s AS 1851 logbook, which must be retained on site for a minimum of seven years.

There are two main types of fire indicator panel in Australian buildings, and the testing approach differs slightly between them.
Conventional FIP systems divide a building into zones, each wired back to the panel separately. When a detector activates, the panel identifies the zone but not the specific device. Testing requires a technician to walk each zone and manually activate detectors while another technician observes the panel response. Conventional systems are common in older and smaller buildings.
Addressable FIP systems assign a unique address to every device on the network. When a detector activates, the panel identifies the exact device, floor, and location. Testing can be more targeted and efficient. Addressable systems are standard in most modern commercial buildings.
Both types must be tested to AS 1851 frequencies and documented in the same way. The key difference from a building owner’s perspective is that an addressable system gives far more precise information when a fault is detected, making it easier to locate and resolve issues quickly.
A fault indication on your FIP is not something to acknowledge and ignore. Every fault must be investigated and resolved within a reasonable timeframe. Common fault types include:
Any of these faults, left unresolved, represents a gap in your building’s fire protection. A monitoring pathway fault in particular means your building is effectively unmonitored for fire until it is rectified.

Your fire alarm system and FIP are listed as essential fire safety measures on your building’s fire safety schedule. For your Annual Fire Safety Statement (AFSS) to be valid, all essential fire safety measures including the FIP must have been inspected, tested, and found to be performing to the required standard within the three months before lodgement.
An unresolved FIP fault at the time of AFSS assessment will prevent the statement from being endorsed, creating a compliance gap that exposes you to council action and penalties.

The 2024 revision of AS 1670.1 is significant for building owners, not just system designers. The most impactful change is the formalisation of Baseline Data requirements. Upon commissioning or any significant system modification, the installer must provide a comprehensive data pack including zone maps, device schedules, and system configuration records. This data must be stored on site within the FIP document holder and must be available for inspection at any time.
In 2026, a handover or system modification is considered legally incomplete if this baseline data is missing. If your building has had FIP work done recently and you do not have this documentation on site, contact your installer or fire protection provider to obtain it.
